Two users one ip

I am the reef geek in the house but my son is showing interest (happy days!)
I have left a different board for this one after a decade and before he registers with a different user name I wanted to check on weather this is allowed. His username was deleted with out warning from the other site. I can understand that they assumed it was a fictitious user name but nothing about his posts were an issue, so what's the fueling here?

We do allow this, but let me clarify for anyone else reading that we do NOT allow multiple user accounts for ONE user. If we suspect one person is using multiple accounts, we will take action.
