That species is a common hitchhiker on tampa bay live rock that's why I mentioned it.I thought about diadema but I’m not sure. I have one that is larger. It has a mix of short and very long spines.
On these guys the spines are all approx 1/2” to 1”. Although I suppose it could be a juvenile.
After looking at the picture again, I think this is the correct ID.Rock urchin, rock boring urchin, short spine urchin, etc.
