Urchin losing spines, water param seem fine

I got a lonhspine urchin who has lost some spines. I know this happens when water quality is poor or when they starve but what else can be a cause?

Sal is 35 s.g.
Ammonia/Nitrite is 0
Nitrate is ~ 5
Temp is 83°, It's been some very hot weeks here, it usually hovers around 78°.
He has loads of algae to eat on the rocks and wall, he is doing a good job of it. I am starting to have a cyano outbreak, I sucked most of it out and ridirected the powerhead to blow on that area.

I don't have kits for other parameters as its currently a FOWRL.
The rock was from old tanks so its possibly leaching something, not sure what to look for in this case.
