Value 24" fixture issue

Hello all, just trying to figure out if this sounds like a driver or another issue?

I came home today and my blues were on, whites not. I checked connections, turned off/on with dimmer knob and got a flash for a second. I switched the plugs and something. I do have a message into Logan but just wanted some ideas as I know it's the weekend.
