I just started vinegar dosing and currently up to 7 mls via slow pump. Once the dosing begins I get a large amount of micro bubbles from the skimmer. This can last several hours past the final dose. Is this normal?

It shouldn't be causing bubbles unless you are dosing it straight into the pump. Acetic acid is not a significant surfactant in seawater. Maybe it is extracting something from the tubing.

I'll try spreading out the dose over several hours. Just noticed the skimmer is no longer skimming either now that the bubbles have settled down.
