I've had my dry rock soaking in a bin for about 3 months now while I wait for my tank to be made. It has been cycled for a while now and I just ghost feed occasionally. Are water changes at all necessary?

if it’s cycled, I would stop feeding it, then not doing water changes is probably not so much needed but feeding will be adding nitrates and PO4, rock can absorbs PO4.

I would still do the odd one though.

If the rock is in the dark nothing except bacteria should be growing. No change necessary.

ARe you going to keep fish only, or coral? Sometimes new rock absorbs a lot of alkalinity from the water. Test and see what you get. If the rock is absorbing alkalinity you could start dosing if this is going into a reef.

Also, some new rock will leach phosphate, so test that also and treat it now if you are getting any.
