If you detect PO4 when doing your water tests and you know that the source is the sand bed and the rock. If you removed the sand bed and removed the rocks..........would the remaining water still contain PO4??

Until something "ate" it yes , or filtered it out with media. Algae eats phosphates.

The water would still contain the phosphates until it is removed by a biological process or filtration.
