I've used regular JB weld many times:

I haven't met an epoxy that isn't reef safe.

But it's smells so toxic

But so does my skimmate! Take some rotten eggs, a skunk and road kill that's a week old, and put it in a blender.....that's the smell of my skimmate.

Don't judge an epoxy by it's stench! :D

Yes it will cure underwater.....mix outside your tank and then submerge. However, realize JB Weld is fairly liquidy and will flow. If you want something more putty like, use either Oatey Fix-it-Stick or Rectoseal Epoxy Putty. The Oatey is the better deal and both available at HD.
