Wave maker for 5.5 gallon reef

Hi everyone! I have a 5.5 sexy shrimp reef tank and I’ve noticed that there is often a surface film on the water. Figured I need more flow as I only have a HOB filter for flow. Does anyone have any good suggestions that won’t turn my tank into a blender?

The surface film could be a result of the water’s surface not being adequately skimmed by the HOB filter, though water flow might help. A small powerhead with adjustable flow would do the trick.
