Wavemaker needed?

Hi,
I'm curious do you really need a wavemaker if your not going to have coral? I have a 20 gallon for that size of a tank, without wanting corals If you don't is there certain types of fish that don't need a wavemaker and can just survive with a filter, and a heater and all the regular stuff needed, but just without a wavemaker. If there's only certain types of fish that can live without one please list them.

You can use a small powerhead for water movement. All fish need oxygen and a powerhead will help agitate the surface.

After all, we are replicating the ocean, the ocean has flow, why would you want no flow in the tank?

Well I didn't know if a filter was gonna be enough.

A filter provides a waterfall onto the water surface. Flow means pushing water from one side of the tank to the other.
