Wavemaker needed?

Hi,
I'm curious do you really need a wavemaker if your not going to have coral? I have a 20 gallon for that size of a tank, without wanting corals If you don't is there certain types of fish that don't need a wavemaker and can just survive with a filter, and a heater and all the regular stuff needed, but just without a wavemaker. If there's only certain types of fish that can live without one please list them.

water flow, on the water surface at least, is very important to help oxygenate the water.

After all, we are replicating the ocean, the ocean has flow, why would you want no flow in the tank?
