Weeping willow toadstool polyp extension question.

I've never gotten the super long polyp extension on my weeping willow toadstool that it had in the holding tank at my local reef shop. Otherwise it seems healthy and has trippled in size since last spring. Can anyone tell me how to get full polyp extension on this guy? Is it a lighting issue? Flow?
 
Forgot the parameters
KH 8.1
PH 8.2
Calcium 420
Magnesium 1425
Nitrate 20ppm
Phosphate < 0.25 (I need a better phosphate test mine is API)
Lights are Viparspectra 165w set on 40% blues and 10% whites
