What’s wrong with my cleaner shrimp?

Cleaner shrimp isn’t moving or reacting at all… Just fed the tank and it just sat there, I even tried to turkey baste some food at it and it sorta reacted but didn’t move nor eat. Could it be dying?

It’s attached to the rock, but it’s also laying right up against another?

Either its dead or its a molt, one or the other. The picture is not clear enough to see
