If you're referring to the base of the Duncan those spots look like some sort of eggs? Maybe snails of some sort.

No, on the tentacles.

Sorry my bad, it is hard to tell from the pictures but it could be some debris that the Duncan caught in its tentacles, are the spots attached to the tentacles? Or do they look like they can be brushed off?
