What has happened to my mandarin

This happened a few days ago. My mandarin has basically no tale fin or fins behind his gills. Theres white fluffy stuff now. He’s eating and moving fine, seems happy, but don’t know what this is or what to do.

Ha, I fell out of my chair tilting my head trying to see the fish!

Can you get a clearer picture? Can you include the tail in the shot? How long have you had the fish? At first glance, I thought it had severely infected fins, but as I keep looking, I'm not 100% sure that it isn't some growth, at least on the side fins.
