This keeps coming back what is it?! Im tired of this bs. Got rid of all sand and put new but still came back...

Cyano bacteria. Lowest life form on earth, constantly removing and adding new sand isn't helping. Siphon just the algae out and get your parameters in check via water changes and filtration. Also you can try and increase flow and how old are your lights if using something other than led
 
Red slime. aka Cyanobacteria ,aka reefers worst nightmare.

It's def not that bad. It can be removed from your system as long as you take the proper care to do so.
 
siphon out all you can and turn your lights off for 3 days it should burn it self out and not come back.. You may need to repeat the process a couple times to stop it.. Cyno needs light and nutrients to survive take them away it will die off, if you have a protein skimmer make sure it's working at its best during the removal process

I would turn up the powerhead flow (or add a powerhead) and reduce the lighting by a factor 2 for a day or so.
