What is wrong with my Anemone?

Anyone help me out with my BTA. it is a rose bubble tip and it has been shrinking over the last several weeks. I ended up turning my rock around so that it could get more light.

How long has the tank been running and what lights do you have?
 
Tank has been up and running since July of 2016. The tank is a 29 Biocube. I am still using the stock lights.
 
I feed the tank a mixture of frozen 3 times a week. I have never spot fed it though.
 
Also, you could try to offer it a small piece of shrimp, see if it will take it.
 
Tried the shrimp but it wouldn't take it. Looks like it may be too late for it. Any other ideas?
 
I've had good luck bringing them back by switching the lighting out for metal halide. Maybe can find a cheap 150w halide somewhere
 
Where are you? I have a 250 watt MH i could give you cheap. Needs a new bulb though.
