If you have an iphone, there's an app that will do it digitally. If you have a Samsung, you can play with the color temperature in pro mode to take the edge off of the blue lighting.
Before I got one of the clip on phone filters, I placed my Costa Del Mar sunglasses in front of the camera and it did a good, if not better job at mimicking the effect :)
My phone clip is one of the generic one's but I know some folks like the polyplab one, IMO it's a bit pricey though.
