Need to know what puffer this is and if it is safe with cleaner shrimp.

I can’t find many first hand experiences with these guys, but I know in the wild they eat inverts, so I wouldn’t risk putting it with a shrimp. These guys reportedly eat just about everything except fish in the wild (some people say they eat/nip at corals, some say they don’t; everyone seems to agree they eat inverts though).

Looks like it could be a Canthigaster bennetti. As for whether it’ll eat inverts, that is highly likely from any puffer.
