What the herald so the upvotes thing showing up in some threads?

So I have been seeing a few threads with the option to “upvote” along with do all of the likening emojis, but most threads don’t have this, what the heck is going on here???

I just realized I seriously messed up the title, this is why you don’t post on phones people.
