what will remove pond foam from rocks?

Hi all, inherited a bunch of rock that was put together using that pond foam stuff. What removes this? Would bleach bath or acid bath work? Can I salvage any of these rocks? Thank you in advance.

I used some to make an aquascape. It had to wear off my skin. Once it dried it was inert to anything like solvents or soaps. I don't think bleach or acid would do anything. You would probably have to mechanically remove it like with a wire brush. That would mark the rocks up though.
