Looks more like a tube worm to me. Does it have a kind of calcium tube it's coming out of?

It pops in and out quickly when i walk by

Yep. Tube worm. They're harmless and are actually good for water purity. They're filter feeders.

Good idea. If you scare it and then look you should be able to see the tube it's in.

Ya i tried it is just too tiny atm to really see a tube, but it reminded me of a barnacle how they would pop in and out

Pest anemone, Majano

Not a majano at all. Not need to remove it. They are just filter feeding tube worms. A more simple version of feather dusters. They will multiply in low light protected areas of tank and sump. Many types of wrasses and other fish eat them. They are harmless.
