If you search the web there are plans out there to make them. The easiest involve 2 specimen containers. Cut the hanging tab off of one and glue it to the other. Drill a hole in the "outside the tank" one to put hose barbs in. Drill small holes near the top of the in tank container to allow water in. Place a small piece of hose below the water line of the in tank container and run it to a hose barb in the out of tank container. Punch a small hole in the crest of this hose and run airline from it to the air intake of your powerhead. Then just run a hose from a hose barb (connected to the other barb) to your sump. Because it's connected to your powerhead the siphon will restart after a power loss so there's no risk of overflowing your tank. Total cost ~$30 will all containers, barbs, and hoses.

Here's a plan I drew up quickly showing how to put it all together. Just make sure the seal between the hose and airline is airtight, and that your powerhead pulls enough suction to start the flow. Keep the hose underwater in the sump so that the suction can start. It's completely quiet.
