Why is my clownfish bobbing at surface??!

Are they newly added? I find that newly added clownfish hang out at the surface for the first day or two. However I would add a powerhead and aim it at the surface to help with oxygenation, or maybe add an airstone so the water is better oxygenated, IMO a flat surface is not good.
 
Their second day, And I have an air stone in now on other side of tank but I have a power head on the way arriving Tuesday.

Is it just me or does the fishes buoyancy seem off... how old is the tank?
 
She is bullying him. You can see intimidation in one part of your video.
