i read these yellow clown gobies are hermaphrodites.

How would a baby YCG pair work out with a osc clown pair in a 20G?

I did not know that Yellow Clown Gobies did change sex to form pairs, hmmm. But I do not see how that plays into keeping them with clowns?
My concern is that YCG are a passive fish and mature clowns in a 20 gallon may become aggressive as they stake out territories.

My clowns are also babies. Their not territorial or aggressive. My fire fish follows them around all day
 
Trust me they will become aggressive towards other fish they feel are intruding in their territory as they mature. A 20 gallon does not allow enough territories long term. It will work out for about year or so.

YCG's are very reclusive as well, if you have a lot of rock work you may not see them for days on end.

I have had both these fish types in a 28 gallon tank, eventually all other fish besides the clowns had to be removed for their own safety.

If there are enough territories, then they will ignore each other. If there are not enough territories, then the clowns may behave aggressively toward the ycg. It also greatly depends on the aggression of the clowns.
