In short, yes... You want glue on the plug/skeleton then putty, then more glue. Dont make to big of a ball or ring of putty.
You'll be surprised how little putty it takes.
The glue on each side will almost encapsulate the putty. Then just slowly add a bit of pressure and " shimmy" the frag and adhesive into the rock.
Now I will say this. If it's a fungia, I do not recommend gluing it to rock. Some will accept (over time) being glued to a frag plug, but these, bad boys like to move.
They will inflate and use their polyps to "walk" across the sand to find ideal conditions. The solution? Put it in ideal conditions to begin with. Low to mid flow and the same in lighting is ideal.
