Inviting discussion about how to plumb a tank with 4 drilled holes in it ( 1" and 3/4" on each side). I have all the fittings and valves installed, but now I'm not really sure where to go next. I'm thinking using the 1" lines as the drain/emergency and the two 3/4 as returns?

You'll have 1 full siphon with a gate valve for the drain. 1"
You'll have 1 partial siphon/emergency 2nd drain line 1". Will go full siphon in emergency and make a lot of rushing water noise to tell u.

Yes the last 2 I'd use for return lines. 3/4"
U can split the return with a "T" and use a small 3/4" gate on the main return (after the "T") to control the flow and even it out.
