never started a tank with live rock? insta cycled .Are you asking in general if two clowns will be okay in the 13.5? Because it doesn't sounds like your tank is up yet and cycled
will just be a clown pair yea i know recommended is like 20g but see loads of people keeping a pair in fluval evo 13.5 and if it hits the fan i always have a 90 gallon to put them inBlack storms are ocellaris, I believe. 13.5 gallons seems pretty small for a pair of clowns to me, although I know people keep clowns in small tanks. A 20 Long would be 30" long and better, or a 29 gallon would the same footprint as a 20L but taller, but it's up to you.

would be a bonded pair least that's what the LFS says i'm probs just gonna get a priolepis nocturnaI won't comment on cycling but will the clowns. If you are going to add 2 at once and they are not a bonded pair I would get the largest you can find and the smallest and hope one is female and one male. Better yet add one and let it become female if it isn't then add a small male later. The later is how I prefer to do it unless they are already bonded.
Live rock doesn’t change anything with a cycle… I have started many tanks with it and always face Atleast a mini cycle. The only way I’ve been able to stop a mini cycle is through adding bacteria from bottles.
