Activated Carbon or no Activated Carbon

In a full, stable Triton Method tank, do Triton recommend activated carbon? Where in the sump would it be? In earlier documents, it seems to be there, after the skimmer, but later documents don't mention it.

Some earlier Triton method docs also say some form of phosphate control is needed. Is that current advice or not? Maybe it's "only if testing shows it's a problem".

Yes both Activate Carbon and PO4 media are recommended with the Triton method.

Generally they should be either in with the return of skimmer but after the algae.

So, a media reactor, plumbed in line with skimmer return containing carbon and P04 media? In separate media reactors or can they be combined?

I would recommend running them in separate reactors if at all possible as you may need to replace media at different times.
