Anemone help!

So I’m looking for some advice here. I have a bubble tip and a rock flower anemones. Both looked great in the beginning but about 6 months later they both have sucked in their tentacles and they just look like a blob but the bubble tip moves around sometimes. Rock flower will rarely move. Both eat when I spot feed. Will high nitrates and phosphates be the main issue? Nitrates are at 60 and phosphate is 0.9! I currently don’t run a skimmer but I am setting up a sump soon with a refugium. I’m hoping the refugium will help.

Any and all advice will be much appreciated!
