Has he been eating lately? Wondering if some sort of blockage or internal parasite/infection. Do you have a QT you can get him into?

Was doing fine eating well as of last night. No qt tank. He swims but acts like he id to heavy to stay off the sand

Is he still eating? If he is I would recommend feeding either Metro or GC+Focus+food for 14 days. You can also dose 1 tablespoon of Pure Epsom Salts per 5G to Help get things moving.
I would suspect internal parasites.

When he swims does his ability to stay upright seem affected?
How long have you had him?
Can you get a better picture?

About a month with no problems. Was dipped and was in the lfs for about 20 days before I got him. He stays upright but can't keep from sinking the tang seems to be picking on him a little

If you have another fish picking on him you are going to need to pull him and put in a QT. Trying to treat a sick fish with another bullying him is nearly impossible. The Angel needs a stress free environment.
