Any idea why the second head is not opening

Since I bought this the second head is being half open and most of the time not at all.
many suggestions??

hi, i would say cut down center,save good head ,not looking good for other...:(

I not sure of the photo or what but its look bleached

Photo is a bit blurry, but it also looks like there may be some skeleton showing in the bad head?
