Apex ATO not communicating

I purchased a second hand Apex about 6 weeks ago. It took us a good 2 weeks and multie emails and phone calls with Neptune to get it up and running. Now that its operating (without the controller display, it's being sent back for repair) we added an Apex ATK. We plugged it in to the EB8, it shows up on our desktop and app displays, we've updated the firmware, and still, nothing. Even when we switch it from auto to on it wont actually turn on. It has power to that outlet, and the display light is green, but it will not turn on and pump water. We've emailed Neptune, yet again, but it's been almost a week and no reply. Anyone have any ideas?
 
First of all, if you are able to plug in the AC adapter on a regular wall outlet or power strip, please do so. Plugging it into the EB is a waste of a controllable outlet, and that outlet MUST be programmed to Always ON. The PMUP has its own separate output which corresponds to the 24v accessory port on the FMM module, and that's the one that gets turn On and Off based on water level. When you said you manually turn on the output to test, was that the EB output, or the FMM's 24v output? My worry is that you're testing against the wrong output.
