Your code is correct. It should run the skimmer 24 hours per day, except it should turn off at 17:23 and turn back on at 17:54 (because the If Time values are inclusive, so it will remain off through 17:53:59 and turn back on at 17:54:00).I tried this but it only turns off and not back on

If it's not following that schedule, first confirm the Skimmer output slider on your dashboard is set to AUTO, and also confirm your Apex clock and timezone are set correctly.
