I randomly get this error any ideas? Controller never loses power. And never turns off.

There is programing in your Advanced tab. It looks like if the wattage is less than 1 (<1w). I found wattage to be very flaky with Apex and I stopped using it.
 
What type of heather do you have? You may have it set for warmer, to turn off, than your apex is set for.
 
I’d actually turn that off. If the inkbird is plugged into the apex I’d essentially just have the apex shut the inkbird off when you get to 81+ (and on at 76/77) and otherwise let the inkbird do its job.
