I just got an apex jr, my first controller ever mainly for heating after a heater failed on me and was stuck in on position. Tank hit 91 but thankfully I got it down and didn't lose anything. My question is, does apex kill power to heater automatically if it hits high temp alarm setting or do I have to program it? Couldn't find anthing in the manual. I have heater set to come on at 78 and off at 78.5, fan set to come on at 79.5 until it gets back down to 79.

The OFF command will turn the outlet off, literally. Sounds like you got it down.
Also, I personally wouldn't worry about high temperature for a fan going to work at 79.5. That's about the norm (even a degree cooler). Everybody has their own comfort level on temp.
