Aqua UV troubleshooting

Hello ! I recently installed my UV classic 15 from aqua ultra violet and when installing , my transformer cap no longer detached from my quartz cap. Is this an issue or can I leave it this way ??

Also does anyone have a tip on replacing the quarts sleeve ? Having issues getting the rubber seal in the cap

You should be able to unthread both the assembly and the cap that covers the power cord (which looks to be not present in the image above). Why would you need to replace the quartz sleeve?
