I'm planning to revamp my ats, and due to height and overall maintenance issues, it would be easier for me to have it overflow back to the sump from the top of its container. Right now it is set up as a waterfall style and it's overflow is about 4 inches from the bottom which brings the top of its container too high for me to access easily. So I guess what I'm thinking about doing would make the sheet completely submerged at all times. I'm thinking I would need stronger light, but it should still work right?

I have a santa monica hog .5 and those are submerged. Seems like all they would need is flow and light interested in what others think.
