Banners overlaped

As you can see in the picture the banner for my alerts and messages is under the search and unanswered threads banner. How do I fix this? It happened recently not sure when.
Its annoying trying to get to alerts and get the search everytime.

I just noticed when page loads, it load properly but after it finalizes it settles overlaped
