Hope it helps out. I went through this and it was very frustrating to say the least. No need to add prime after scrubing the rock, the amount of fresh tap water will be minimal at best.

You can pull rock out without a problem. The only thing I would suggest is to do it in small batches to keep your tank stabil and give it time to adjust for any differences you may have.

I'll do my best on the rain but something tells me that is out of my hands :-) Keep me posted on how it is going!
 
Is there a concern that the tap water will kill the baceria on the live rock? I have a serious problem myself and so I am going to be following this thread.

I am sure you are going to get rid of some of the bacteria but I wasn't too worried about it. Getting rid of the hair algae was way more important to me.
