why do bulkheads come with only one gasket? It seems it could be gasketed from each side.

Depends what you are using the gasket for.

Threaded side doesn't get one because the gasket can't seal at the threads.

Its a bulkhead for an overflow pipe.

For an overflow pipe you typically want the threaded side down (and outside the tank). The gasket will be between the bulkhead and the interior of the tank/overflow which creates a seal.

Looks like this, pretty sure i could get a ring gasket on it. Is that bad to do?

Flange side should be in the tank.

The gasket provided is made to work with the size of the flange.

It will not seal properly if over tightened or if there is crud on the glass.. Not sure about a ring gasket you mentioned though. If personally use what the manufacturer supplies in this case.

"B" side goes on the side with water, gasket seals the "B" flange and the glass. Dry side has threads and nut, no need to seal since it's dry. Some will come with a type of plastic washer, but it's not a seal/gasket, it's meant to act as a washer to prevent scratches so nut is not turning on the glass/acrylic.
