Can this be fixed with acrylic cement? It's an Aquamaxx Valcium Reactor.

I think the broken tubes might be PVC , not acrylic? If it’s acrylic it might be glued together with solvent? Did you apply something already? It looks dirty.
 
If it were me, acrylic cement for the pipe and then after it is good and dry, run a bead of silicone around the outside.
 
Gluing it with acrylic bonder may work since most will partially melt the polymer to chemically fuse it together however it may be brittle and prone to breakage again. I’d say put a smaller diameter pipe inside and find a fitting to fit the elbow part back
