Can't get Gfo to tumble

In my two little Fishes phosban reactor I cannot get my Gfo to tumble consistently. The Gfo gets air pushing up through it in certain spots on the Gfo but not tumbling across it.

I had same problem when I started mine you just have to keep adjusting also make sure its level also until it gets saturated mine toook couple days to calm down some then small adjustments
