I would say yes if you follow their lead.....

In all seriousness...I wonder if they mean corals for actual decorations....like the shell shops you see along ocean coasts...not necessarily live corals... The article seems to be stating live corals,...but I'm just not sure here

I saw that as well and it's hard to determine the impact it will have if any on us as hobbiest. We need to be watching this to learn more about it. Maybe someone like @jfox has information about this.
