Does anyone know where I can get ciprofloxacin? I tried to get some through Walmart and some other places but they need a vet's approval.

Main thing is get Cipro marketed for fish. Not that there is a difference, but if it is marketed for dogs/cats/etc then usually it requires a prescription.

If someone is looking to create antibiotic resistant strains of bacteria that no doctor would ever endorse creating, to the degree that thousands of searchable studies show that folks shouldn’t be customizing their applications, how could they go about it? What kind of work arounds could they do to score and apply antibiotics that have no place in a reef tank, simply because they can?

Ill be amazed to see a vet who prescribes cipro to any aquarium owner/ they don’t, for a reason.

Of course they don't because a prescription is not needed for Cipro marketed for aquarium use. Antibiotics have been commonly used without prescription for decades in this hobby. Quite effectively overall.
