Cleaning & Sanitizing Decommissioned Tank

I have a tank that I decommissioned. I've attached a photo of it. What's the best way to clean/sanitize it for moving?
I'd also appreciate any help with the smells (mainly from the algae?).

You can scrub as much of the grime off with a blue pad and tap water and the whatever is left you can clean it with vinegar.

get a bag of citrate acid powder and soak the tank with circulation. It is more economical than vinegar and smells much better

Yes white vinegar is fine. Just rinse with tap water and paper towel dry.
