Cleaning & Sanitizing Decommissioned Tank

I have a tank that I decommissioned. I've attached a photo of it. What's the best way to clean/sanitize it for moving?
I'd also appreciate any help with the smells (mainly from the algae?).

You can scrub as much of the grime off with a blue pad and tap water and the whatever is left you can clean it with vinegar.

Does white vinegar work? What is the easiest way to rinse it out then?

Yes white vinegar is fine. Just rinse with tap water and paper towel dry.
