Cloudy Water Diagnosis

I can't figure out the cloudiness. It's white cloudy. Not like algae. Any way to diagnose this? Gonna by some carbon and a heavier substrate to minimize sand blowing. Tank is fairly new.

Is everything alive? Did you check your ammonia levels? Nitrates? Nitrite?
