How come my clowns get ich but no other fish on my tank has ever gotten it before

Your other fish most likely have it, you just can't see it --- most likely in the gills.

Can you ever have to big of a filter

Yes and no.

Yes in the sense that skimmer (( for example )), a skimmer can be oversized for a certain sized tank and not perform efficiently. In addition, the water can be "too clean" for certain soft corals and/or macro algae.

However, those are extreme examples, and in most cases the answer would be no.
