4 year old clownfish suddenly stopped eating is in a tank with other clownfish was bought together 4 years ago. But has been a slow decline on the female and has not eaten and has also slowly moved less and less

Reason they stop eating- water quality or disease
Sounds like lethargic behavior and will need a you tube video under white light intensity

Start with water. tank is very murky and may be part of issue. The fish is somewhat hidden in video and I cant even tell breathing rate. I dont see signs associated at least yet with the video of brook.
 
While we are waiting for additional info, I could view the video. The female seems to be swimming inverted - strange. Both clowns are breathing a bit fast. Adding some aeration would be a good idea as a start.
