Small colony of semi translucent tubes on a piece of rock I bought from the lfs. Each polyp seems to have exactly 4 appendages with nodes near the tips.

Leave algae but address the other issue. You can pull what looks like webs or even lift with something similar to a dental scraper. This stuff I believe is what is known as calothrix which often appear as a light slimy yet hairy/fuzzy nastiness that loosely attaches to your rock work. Air bubbles are usually trapped while escaping the algae. Calothrix is a type of algae that looks very similar to Dinos. For manual removal:
Remove the rock and scrub, and then fine tune with a toothbrush. Let the cleaners get the rest. It helps to use a net to collect the debris that will occur as a result of the toothbrushing.
Starve it:
Use a phosban reactor or a macro like chaeto to take down phosphate. If you have a nitrate problem too, you can add more live rock or rubble to the tank, do some more water changes, add macro.
After these steps, add some cleaner crew such as:
Chitons, Nerites, margarita snails and even some Cerith snails which are good cyano cleaners.
